いない is the negative form of a verb いる, which is "there is" and because it is a plain negative verb いない it is a present tense not a future tense.

In the sentence その人はいない, how come it translates to "that person isn't here", and not "that person won't be here"? Aren't plain negative verbs like ます verbs in the way that they are in future tense/ suggest something happens regularly? Or is います a special exception?
