"では" can mean many things depending on the contexts it is used, but for this sentence in particular, "では" means "by". Because "では" comes after a noun/object, it usually means "by." BUT, when "では" comes after nouns/places, it then usually means at/in/on/etc. For example, "学校'では'くつをぬぐ" is "I take off my shoes 'at' school"
