The vending machine I used did not require an ID. If it did, I am not sure how it would scan my ID if I was not a citizen and did not have a Japanese ID.

Dismantle-san Yes, you're right! In Japan, you can drink in a public place (such as a park). But, the minimum drinking age is 20. Also, nowadays, you need an ID to buy an alcohol beverage from a vending machine. It's getting better, but, personally, I think the Japanese government should have stricter laws. Many "kids" are drinking alcohol beverage, which is not good.

When I was staying in Japan there was a beer vending machine (it had Sake too!) 20 feet from my apartment. It even had 40s of Asahi. It was the only beer vending machine I ever saw in Nagoya though. I also learned they do not have laws against public intoxication so you are allowed to drink on the street, on the train, etc. However, they told me the minimum drinking age was 19 at the bar I frequented.

Ni-ku is easy to remember, watch Oreshura and that girl in there will sing Ni-ku all day for you ^_^

I think you will find that the legal age to drink alcohol in Japan is 20, not 18.
