A note on "official": the JLPT stopped publishing lists in 2010, so every N3 vocabulary list — ours included — is reconstructed from past exams and established prep materials. Treat it as the working set you should recognise to pass comfortably.

How many words do you need for the JLPT N3?

This list contains 1,621 words for JLPT N3. The JLPT has not published official vocabulary lists since 2010, so every N3 list — ours included — is based on past exams and established prep materials. Treat it as the working set you should recognise to pass comfortably.

Should I learn vocabulary or kanji first for the N3?

Together. Words are how kanji stick: a character learned inside three real words is far more durable than one memorised from a list of meanings. Work through this vocabulary list and the kanji come with it.
